The Opportunity
The Ministry of Immigration and Career Training's Policy Branch is seeking a high-performing, results-driven, strategic leader for a permanent position of Manager, Policy and Intergovernmental Relations, located in Regina, Saskatchewan. Working in a complex environment that requires strong interpersonal, communication and analytical skills, you will manage a team of senior policy analysts that provide policy support to the ministry and lead intergovernmental relations with other federal, provincial and territorial governments on immigration and labour market priorities. Your strategic orientation, problem-solving skills and ability to lead, motivate and coach employees are key to success in this position.
Reporting to the Director of Policy, your responsibilities will include:
- Managing and enabling individual work performance of direct reports;
- Leading the coordination and implementation of ministry priorities;
- Facilitating collaboration and building effective relationships with internal and external stakeholders;
- Leading analysis and reporting on provincial, national and international immigration, economic, labour market and demographic trends and issues;
- Working with others within the Ministry and across federal, provincial and territorial governments to identify risks, solutions, and opportunities; and,
- Enhancing the decision-making capacity of senior leaders through written and oral briefings.
The successful candidate will be an experienced policy professional and innovative leader who is able to:
- Interpret and implement ministry strategy and provide meaningful direction to employees to ensure their work aligns and contributes to the ministry's success;
- Demonstrate strong research, analytical, negotiation and evaluation skills in order to identify issues, evaluate the environment, undertake analysis, and develop and communicate recommendations to implement change initiatives in the ministry;
- Communicate clearly and consistently when representing the ministry in engaging stakeholders; and,
- Demonstrate advanced interpersonal skills to build inter-governmental relationships and create a positive team environment with a culture focused on respect and integrity, serving citizens, excellence and innovation, and one-team.
Typically, the knowledge and experience required to achieve the above is obtained through:
- A university level degree in Business Administration, Economics, Commerce, Social Science or a related field, including leadership and management experience;
- Knowledge of effective leadership, management, and administration approaches in the public sector; and,
- Knowledge of government decision-making and legislative processes.
