About Us
The Housing Division, through the Saskatchewan Housing Corporation (SHC), in the Ministry of Social Services provides a range of social and affordable housing programs and support services across the province. We partner with Indigenous and community-level organizations, other levels of government and the SHC housing authority network to deliver successful housing initiatives, programs and support services to people who could not otherwise afford or access adequate, safe and secure shelter. Housing also plays a lead role in developing housing policies on behalf of the Government of Saskatchewan and in managing social housing-related investments from the provincial, federal, and municipal levels of government.
The Homeless Services unit is responsible for the delivery of programs, funding and contract management with emergency shelter services, supportive housing providers, and outreach services, and other programs. The unit works directly with service providers and other partners to deliver homelessness services and leads the development, implementation and delivery of homelessness programs for the province.
The Opportunity
We are seeking a dynamic, relationship‑driven leader who is motivated by work that creates lasting community impact and has a passion for helping individuals to achieve their goals. In this influential Housing Navigator role, you will provide intensive, field‑based support to individuals experiencing chronic homelessness, helping remove barriers, navigate complex systems, and secure stable housing through positive and effective working relationships. This role also requires someone who is able to develop and implement new programs, including program metrics and evaluation.
You will act as a trusted partner to participants, service providers, and community agencies, shaping program development and influencing service pathways to drive continuous improvement in Saskatchewan's homelessness response.

What You Will Do
Program Design and Implementation:
- Influence and lead the design, development, and implementation of a new program.
- Develop data collection and reporting framework and develop program metrics and evaluation.
- Collect and report data on barriers, client outcomes, supports and services, and program effectiveness. Analyze and evaluate data collection and reporting methods and systems to determine emerging trends and individual and systems barriers.
- Maintain accurate documentation, create reporting templates, and support continuous improvement in navigation processes and participate in program evaluation.
- Identify systemic challenges to senior management, propose budget allocation for programs to address the systemic challenges, and advocate for policy or process changes to remove barriers for clients.
- Implement, follow, and promote strong safety practices.
Work with Clients and Agencies
- Work directly with individuals facing highly complex housing barriers in emergency shelters and other locations, as required.
- Build trusting, strengths‑based relationships with people experiencing chronic homelessness and multiple barriers to stability.
- Coordinate multi-system supports and facilitate access to connect clients to appropriate and suitable housing, Income Assistance, the Saskatchewan Housing Benefit, identification, transportation, Indigenous supports, and health and mental health services, as required.
- Collaborate with community agencies to coordinate case planning, remove service barriers, and create seamless pathways to housing stability.
What You Bring
Education & Experience
- A degree in Psychology, Social Work, Human Services, Indigenous Studies, Justice, Health, or a related field (equivalent experience may be considered).
- Training and experience in delivering programs that use Trauma‑Informed Care, Crisis Intervention, de‑escalation, case management, conflict resolution, and culture-based approaches.
- 10+ years of experience working with individuals with complex mental health, substance use, behavioural issues, or cognitive disability.
- Demonstrated experience collaborating with Indigenous communities, community partners, and government services.
- Background in program development, implementation, data collection, and evaluation.
- Strong knowledge of provincial and federal government programs, housing systems, community supports, and client privacy and consent policies.

Other Requirements

This position requires regular travel and the ability to work at multiple locations in community settings both within and outside the employee's home community.
